He has been very clear in that he claims exactly that and that there is Quantum Mechanics (wave function collapse in particular) involved. I personally think he's probably wrong, but who really knows?

Yes, but common wisdom is that in macroscopic systems it all decoheres and it "averages out".

He and some other guy claim microtubles maintain coherence in the brain.
